Better Govs is for public servants and development practitioners, like you, who want to make an impact but struggle to bring ideas into action. I'm Sandy, its founder.

After working as Minister and acting Vice President in Ecuador, and collaborating with organizations including the IDB and initiatives like ImplementaLAC, I’ve seen firsthand the transformative power of well-implemented public policy. I’ve also seen how often implementation is the part that gets skipped.

Better Govs is my passion project — the resource I wish I’d had earlier in my career. A free newsletter and blog sharing practical frameworks, honest lessons, and real strategies for making policies actually work. Over 3,500 public servants from 94 countries already read it. All views shared here are my own.

Why implementation — and why now

In the public sector, enormous energy goes into policy design and evaluation. Implementation — the messy middle — is often assumed to just happen. Reality has repeatedly proven that assumption wrong.

Better Govs focuses on the how: how policies get executed, why they stall, and what practitioners can do about it. Not the textbook version. The version that holds up in low-capacity environments, weak institutions, and real political pressure.

I specialized in Public Policy at Harvard University. Since then I’ve dedicated myself to bridging the gap between what works in theory and what works in practice, because that gap is where most policies fail.

To paraphrase Einstein, policy implementation (well, everything)  should be made as simple as possible but not simpler.
